Sir,
I have the honour to inform you in regard to the s.s.
"Lungshan" being fired on when near Whampoa, that upon Mr.Hall
coming to this Ministry in regard to the matter it was at
once reported to the military authorities who were requested
immediately to deal with the affair; and a letter expressing
regret was also sent to you.
Your letters of 16th and 18th May were transmitted to
Military Headquarters for necessary action. A reply has now
been received stating that an official was sent to investigate the "Lungshan" incident who reported:-
"The newly recruited dadets of the No.1 Big Company and No.1 Medium Company (*-*-*) were recruited from all
parts and therefore their speech was confused. On the morning
in question they were practicing field exercises and they
misunderstood the command received with the result that they opened fire and the "Lungshan" which happened to be passing at the time was unintentionally hit. As soon as the misunder-
standing was known firing ceased.
Now in accordance with law it has been ordered that the
Company Commander and the Platoon Commander shall each have
a severe reprimand recorded against them and be fined Half
a month's pay and the troops who fired be dismissed. The Acting Martial Law Commander, Cheung Wa-fu (3) has been instructed on the 21st instant together with a deputy
